Frost part of school leaks?

Maybe the school leak problem is a condensation issue. If there is no vapor barrier or a poor one, warm, moist air inside a building will travel through insulation and eventually hit a cold area. If this area is colder than 32 degrees, the moisture will form frost. This frost will continue to build up until it warms up outside, like when it rains. Then the frost melts and an observer thinks that the leak is from the rain. It is not. It is because it warmed up outside and the frost melted. If the school roof does not leak in the summer with all of the rain we have had and it only happens during winter, this is probably the cause.
