Are eagles too stupid to land in other trees?

OK, I never write to the paper, but I can’t resist this. I love to drive up the highway. It’s always been a beautiful drive. When I saw the upside-down tree trunks first put in the river a couple years ago, I thought if that is for salmon spawning it is really dumb. Now I find it is for eagle perching. Wow! What did it cost and are there no trees they can use? When I ran the river for over 30 years I didn’t see a replacement tree for one that washed out and fell into the river. Are we to believe an eagle is too stupid to find another tree to land in? That has made the ride up the scenic byway very unattractive (ugly).
